San Antonio police officer Jackie Neal accused of rape of 19-year-old woman

San Antonio police officer Jackie Neal was arrested on Saturday for the alleged rape of a 19-year-old women the previous morning in the Texas city. The 40-year-old policeman was on duty at the time.
According to the San Antonio Express-News, Neal followed the woman in his car in the Side South area at around 2 a.m., until she pulled over. He told her that he believed the car to be stolen, but she showed him receipts for the newly-purchased vehicle.
According to the arrest warrant affidavit, Neal asked her to get out of the car so he could pat her down. She asked that a female police officer be called in to do it, but he ignored her request. During the pat down, he groped her, then put her in handcuffs. He took her to the back of his patrol car, then allegedly raped her. The same affidavit alleges he told the woman not to tell anyone about what transpired.
The GPS device in Neal's car confirmed he was stopped on Betty Street for 18 minutes. A camera installed in the vehicle should have recorded the incident, but a hard drive needed to operate the device was not in the car. Police Chief William McManus said that this fact would have been known to Neal.
McManus, who openly condemned Neal's actions, also said that this was not the first time Neal has been accused of inappropriate conduct. Several years ago, a woman accused Neal of similar crimes, though she eventually refused to cooperate in an investigation.
Neal was also suspended for three days in September after it was revealed that he had had a personal relationship with an 18-year-old participant of a police-sponsored program, about two years ago.
Neal was released on $20,000 bond. He will continue to receive pay, pending an indictment.
