With the onset of the Cold War, communication became modern warfare's premiere commodity prompting the US government to establish the National Security Agency. Since its inception, the NSA has been responsible for the collection and analysis of foreign communications and signal intelligence. An international network of intelligence agencies dubbed Echelon routed data back to NSA during the Cold War, doing high-tech battle with the Soviet Union. When the Soviet Union crumbled, the NSA instated Second Echelon which focused entirely on communications technology and the passive collection of intel worldwide, but the branch could not keep up and was ultimately ineffective.
The NSA began to focus more on fighting wars on the digital front and in response to the evolution communications technology, the NSA instituted Third Echelon. Third Echelon intended to train agents to operate alone in the field with the goal to produce the ultimate intelligence gathering force, dubbed the Splinter Cell Program, and was initially conceived with a single field operative in mind: Sam Fisher.
Sam Fisher, a highly experienced and respected covert agent, operated in the CIA and Navy Seals before joining Third Echelon. Recruited by Third Echelon Director Irving Lambert to spearhead the Splinter Cell program, Sam Fisher is granted the Fifth Freedom, the implicit right to do whatever it takes to protect America.
